BATON ROUGE, La. –  Gov. Bobby Jindal's voucher program that uses tax dollars to send students to private schools was ruled unconstitutional Friday by a state judge who said it's improperly funded through the public school financing formula.

Judge Tim Kelley sided with arguments presented by teacher unions and school boards seeking to shut down the voucher program and other changes that would funnel more money away from traditional public schools.

More than 4,900 students are enrolled in 117 private schools with taxpayer dollars, in one of the largest voucher programs in the nation.

The judge said the method the Jindal administration, state education leaders and lawmakers used to pay for the voucher program violates state constitutional provisions governing the annual education funding formula, called the Minimum Foundation Program or MFP.

"The MFP was set up for students attending public elementary and secondary schools and was never meant to be diverted to private educational providers," Kelley wrote in a 39-page ruling.

Superintendent of Education John White and Jindal said the state will appeal.

Jindal called the judge's ruling "a travesty for parents across Louisiana who want nothing more than for their children to have an equal opportunity at receiving a great education."

"On behalf of the citizens that cast their votes for reform, the parents who want more choices, and the kids who deserve a chance, we will appeal today's decision, and I'm confident we will prevail," the governor said in a statement.

Bill Maurer, a lawyer representing two parents with children in the voucher program and two pro-voucher groups, said he believes the decision is "not consistent with the interpretation of the Louisiana Constitution."

Maurer said he didn't expect Kelley's ruling to immediately force voucher students from their private schools, because Kelley didn't issue an injunction against the program.

It was the second legal setback this week for the voucher program that Jindal pushed through the Legislature this year as part of a sweeping education system overhaul. On Monday, a federal judge halted the voucher program in one Louisiana parish, saying it conflicts with a decades-old desegregation case.

"The political rhetoric of 'pro-reform' vs. 'anti-reform' hopefully is over," said Scott Richard, head of the Louisiana School Boards Association. "We're not anti-reform. We just want the political shell game to stop with public funding for public education."

GOLD HEIST AT SEA: 'Cops' Rob Fishing Boat Of $11.5M in Gold Bars

WILLEMSTAD, Curacao –  Armed men dressed as police boarded a fishing boat Friday in Curacao and stole about 70 gold bars worth an estimated $11.5 million, police in the southern Caribbean island said.

The boat's captain was struck in the head in the early-morning assault before the thieves made off with the gold in three cars, police spokesman Reggie Huggins said. Authorities believe there were six men involved in the heist. No suspects are in custody.

The captain and three crew members were from the South American country of Guyana, he said.

Huggins declined to say who owned the boat or to provide any details about the possible source of the gold, which weighed approximately 476 pounds.

The boat, by its appearance, would seem an unlikely place to stash that amount of gold. The "Summer Bliss" is a fishing boat with rust streaks on its white cabin and no visible security.

A crew member who gave his name as Raymond Emmanuel told The Associated Press that they left Guyana four days ago and arrived early Friday in Curacao. He said they were delivering the gold to a company in Curacao but said he did not know the name of the business. He referred questions about the source of the gold to the captain, who was meeting with authorities on the Dutch Caribbean island and not immediately available.

Emmanuel said the gold was locked away when the thieves boarded the vessel. "They took everything," he said.

The crew member said neither he nor anyone else on the vessel was armed. "This is normal," he said. "We never carry arms. Since I started working here, I've transported gold once before, and this is the system."

Colin Sparman, executive secretary of the Guyana Gold and Diamond Miners Association, said legal shipments are typically made by air under heavy security. But gold smuggling is common to avoid taxes and royalty payments on the precious metal.

Curacao, just north of Venezuela, is primarily known as tourist destination, particularly for divers. It is also an offshore financial center, especially for people from South America.

Texas Rep. Michael McCaul, the incoming chairman of the House Committee on Homeland Security, is wasting no time with niceties when it comes to the Obama administration, which he says has a disturbing tendency to downplay terrorism.

The 50-year-old Republican, who will take over for Rep. Peter King, R-N.Y., has already scheduled a meeting with Homeland Security Secretary Janet Napolitano, and he has a laundry list of complaints - topped by what he considers the Obama administration's downplaying of terrorism.

"There is definitely an attempt to downgrade the threat by the administration."

The administration has been criticized for branding the 2009 Fort Hood shootings as "workplace violence," even though the gunman who killed 13 people, Army Maj. Nidal Hasan, was an Islamic extremist who had been in contact with radical Muslm cleric Anwar al-Awlaki in Yemen. The administration has also been criticized for downplaying Al Qaeda's links to the September attack in Libya that killed a U.S. ambassador and three other Americans.

McCaul charged the Homeland Security Department is "mismanaged, dysfunctional and wasting money," and he called Napolitano immediately after his appointment to schedule the sit-down next week.

"It's an important and difficult job to run this department, but I think she can be doing a better job," McCaul told FoxNews.com.

A former U.S. attorney and chief of counterterrorism and national security for the Justice Department, McCaul has represented Texas' 10th Congressional District since 2005. He previously was chairman of the Subcommittee on Oversight, Investigations, and Management for the House Homeland Security Committee.

McCaul, the son-in-law of Clear Channel boss Lowry Mays, was named the second-richest member of Congress in 2010 with an estimated net worth of $380 million. He was picked over fellow Republicans Candice Miller of Michigan and Mike Rogers of Alabama to replace King, who was unable because of term limits to keep the chairman seat after holding it seven years.

"I know that he (McCaul) is committed to securing our homeland from terrorism and ensuring that the Department of Homeland Security acts in an effective and responsible manner," King said. "During my tenure as chairman, I am proud to have focused on the threat posed to our homeland by Islamist terrorists and to have gotten the Department of Homeland Security to allocate vital homeland security grant funds in a risk-based fashion." 

On Nov. 15, McCaul released a report drawing the connection between Iran and Hezbollah's growing presence in Latin America, and their relationship with Mexican drug cartels based on DEA intelligence.   

"The presence of Iran and Hezbollah in Latin America represents a strategic migration to position terrorist operations within striking distance of the United States," McCaul reported. "It's not speculation, it's true they are working with the drug cartels."

Both the Department of Homeland Security and the Mexican government have denied the presence of Islamic extremist groups in Mexico.

An area McCaul would like to see addressed is the policy of using deadly force by the Border Patrol, which has come under fire and is being investigated by the Homeland Security inspector general in the wake of a fatal cross-border shooting of a Mexican teen in October.

"I do think they need greater clarity for their rules of engagement," McCaul said.

The Border Patrol has reportedly killed seven people on the Mexican side of the border since 2010, some of them teens who were allegedly throwing rock at agents.

McCaul said he will be leading a delegation to the inauguration Saturday of Mexican President-elect Enrique Pena Nieto, with whom McCaul has face-to-face time scheduled.

The topics the two are planned to discuss are border security and trade.

"His party, PRI, has a history of being friendly with the cartels," McCaul said.

Nieto has yet to clarify his approach to dealing with the cartels. There has been speculation he will downplay the major operations against the heads of the organizations and step up efforts on the street level.

Storm-ravaged New Yorkers say President Obama's promise to cut red tape and get them aid in the aftermath of Sandy has proven to be hot air.

Angry citizens vented at FEMA officials at a town hall meeting held by the disaster relief agency Thursday, with tempers boiling over. Some 1,000 people, many left homeless by the Oct. 29 storm, attended the meeting at Staten Island's New Dorp High School. They were initially scheduled to submit written questions that would be picked and answered at random, but the session turned into an angry shouting match where residents booed FEMA officials and accused them of lying.

"I told the president … that FEMA was giving us the royal finger. And he said, 'FEMA works for me.'"

"We are the people – we are the middle class, and we are getting the finger," said frustrated resident Scott McGrath, who personally spoke to President Obama and New York Gov. Andrew Cuomo when they came to Staten Island to inspect storm damage earlier this month. "You were there when I met Obama, and I told the president … that the middle class was getting the royal finger. And he said, 'FEMA works for me.'"

"FEMA ain't doing nothing," McGrath added. "They keep going around in circles."

The storm made landfall on the coast of southern New Jersey and traveled north, leaving a swath of death, destruction and darkness. Some 125 people were killed, including 48 in New York. It's been estimated that half of the city's deaths occurred in Staten Island. Millions were left without power for weeks by the storm, which also caused widespread gasoline shortages.

Obama addressed the nation from FEMA headquarters in Washington on Nov. 3, promising to cut red tape and bring the full force of FEMA to hard-hit residents.

"What I told the governors and the mayors is what I've been saying to my team since the start of this event, and that is we don't have any patience for bureaucracy, we don't have any patience for red tape, and we want to make sure that we are figuring out a way to get to yes, as opposed to no, when it comes to these problems," Obama said.

On Nov. 15, Obama came to Staten Island, where he repeated his pledge.

A top FEMA official said agency workers understand the public's frustration, but he defended their performance in the wake of the storm.

"We have already put $700 million directly in the hands of victims," Michael Bryne, federal coordinating officer for FEMA told FoxNews.com. "In my opinion, I think that reflects a minimum of red tape.

"In the days after, we surveyed the damage from helicopter and for every home we found completely damaged, we immediately sent a couple months' of rent assistance before we even had inspectors on the ground," he added. 

Byrne said more help his on the way, adding that the agency has 3,000 families enrolled in its shelter program and is working with the city on providing a rapid repair program to help get people back in their homes while longer-term repairs are completed.

Thursday's meeting was organized by Staten Island Borough President James Molinaro, many of whose constituents have been left without homes, food or clothing. The auditorium was so crowded that many people were turned away at the door. FEMA officials dutifully absorbed the gripes, took down contact information and promised to meet privately with homeowners.

But residents showed little confidence that the agency would help, and they said they've been left to fend for themselves.

"Our communities are helping," said Nicole Chati, to cheers from the audience. "Red Cross comes by, rings our bell, says, 'Come get a hot meal' and leaves. We help each other and that's what we want to do, but we need your support.

"These people are frustrated," she added. "Lives were lost. My house ... I can rebuild my house. My neighbor is dead."

Aiman Youssef, who has been living in a tent since the storm hit, said he is worried about health risks.

"The air quality in this town is very bad," he said. "We are sick. What can you do about it?"

CROSSBOW ATTACK? 3 Reportedly Killed at Wyoming's Casper College

The Casper police chief says three people are dead after an attack at a Wyoming community college.

Police Chief Chris Walsh says two of the people were found dead at a the World Physical Science Center on the Casper College campus. The building was evacuated. 

Another person was found dead at another location.

Casper Police Chief Chris Walsh told the Star Tribune no suspects were at large and no additional injuries were reported.

Earlier, Casper College spokesman Rich Fujita said the incident, according to unconfirmed initial reports, involved a faculty member and a student. The attack involved a crossbow or another similar weapon, Fujita said.

The school's campus was locked down after the 9 a.m. incident and an advisory on its website warned students to stay away from campus until further notice.

No additional information was immediately available, Fujita said.

Casper College in Casper — four hours north of Denver — was the state's first junior college when established in 1945 and currently has roughly 5,000 enrolled students, according to its website.

IRAN JAMMIN':Flagpoles Spark Fears of Anti-Satellite Technology

Flying the national flag usually signifies a display of pride or patriotism. But in Iran today, it may represent something much more sinister.

Sources and blog postings from inside Iran say that what seem to be simple flagpoles popping up all over Tehran and other large Iranian cities are actually clandestine electronic antennas, which use high-frequency waves to jam communications and block ordinary citizens from Internet, TV and radio signals. Some Iranians think the electronic emissions also may be hazardous to humans' health.

Tehran residents and communication experts report an increase in jamming has coincided with the strategic placement of the towering metal flagpoles, as the government continues its ongoing campaign to block some 500 TV channels and 200 radio stations from outside Iran deemed too Western-oriented.

"Ever since 2009, the telecommunications masts have increased 10- to 15-fold. It's not clear where these masts are, but many in Tehran, including myself, believe that these tall flagpoles recently placed around the perimeter of the city are jammers," said Shahin, a 32-year-old Tehran-based blogger. The flagpoles are present in other large Iranian cities but are most prevalent in the capital, Shahin said.

"The regime fears the Internet and satellites coming into the country more than they do the opposition forces living here," he added. "That's how we know they would do anything in their power, including risking our health, to protect their existence."

During the 2009 post-election uprisings, Iranian protesters who took to the streets turned to blogs and social networking sites like Facebook, Twitter and YouTube to voice and organize their opposition to the regime. Since then, the Iranian government has worked diligently to block access to such sites.

The jammer flagpole scheme "is very much in line with and fits the pattern they have been demonstrating since 2009," said Austin Heap, executive director of the Censorship Research Center.

"The shape of the flagpole lends itself to house such a structure. If you notice the width of the pole decreasing as it gets taller, this is consistent with the design principles for good omni-directional broadcasting. … It's a kill switch," Heap explained.

"It's just the next step in controlling what comes in and out of the country," Heap said. "Iran is looking to become better at controlling the dialogue."

The Iranian government has relied on two jamming techniques, according to Heap. One is the more widely used "satellite-to-satellite" method, in which waves are sent directly from one satellite to the other in an attempt to overwhelm the broadcast signal.

But foreign broadcast companies learned to work around that by switching signals, turning the censorship campaign into a cat-and-mouse game that requires more time and effort by the Iranian government to block each channel.

The flagpole jammers represent a second method, referred to as on-the-ground or local jamming. That process involves sending high-frequency microwaves over a larger area, saturating signals that jam incoming signals.

"This new type of jamming is a catch-all," Heap said.  "It is a one-size-fits-all solution."

The increase in jamming has been noted by the United States and European Union, both of whom announced new communications sanctions and warnings against the Iranian regime in November.

Since the 2009 uprisings, roughly $76 million of the total $11.5 billion allocated to the Islamic Revolution Guard Corps has been spent on cyber warfare, the Iranian government once reported. Iran's cyber police monitor the Internet, various websites, blogs and individuals suspected of using circumvention tools designed to evade the censors.

In early 2011, Iran unveiled plans for a "halal network," or an "Islamically permissible" intranet that would disconnect the nation from the rest of the world. Such a service would automatically block popular global sites and search engines like Google, Facebook and Wikipedia.

Other experts are more concerned about the health side effects of these suspected flagpole jammers, and they cite a rise in cancer rates in Iran as a possible result of the increased jamming activity.

"A cancer tsunami is imminent," Dr. Ali Mohagheghi, from Iran's Ministry of Health, admitted earlier this year. Mohagheghi urged doctors to prepare for the coming "inundation" of cancer cases.

"I'm not a doctor, but I'll tell you it's a one-to-one correlation," said Heap, who explained that the second type of jamming - the ground jamming - emits a much higher degree of cancer-causing radiation.

Those who have written about the flagpole jammers or hinted of their connection with cancer rates have been seriously criticized, even threatened with imprisonment.

Masoomeh Ebtekar, head of Iran's Environmental Organization, echoed the idea of a "cancer tsunami" a few months later, to the semi-official Mehr News agency. But she went further and connected the increase in cancer cases to the jamming waves.

The government quickly responded by accusing Ebtekar of circulating rumors, and threatened to imprison her if she continued to speak about the subject, according to the Boltan News site.

Despite government pressure, the story has not disappeared, as doctors and others continue to research the possible jammer-cancer connection.

"New cases of pediatric cancer are growing at such an unbelievable rate that one can only connect this crisis to the increase in high-frequency waves," said a pediatrician living and practicing in Tehran. "One only has to pay a visit to MAHAK (a pediatric cancer hospital) in northern Tehran to see how real this tragedy is," she said.

"Of course the government doesn't want these cases and these statistics to be announced. It might cost them the regime."

An Internet blackout and complete lack of phone service has not stopped the infamous international hacker group Anonymous from its cyberwar on the Syrian regime.

The hacker group, which has been credited with online attacks on governments, international banks and even the CIA, claims it is retaliating for activist reports stating that the embattled regime of Bashar al-Assad had shut down online and cellphone access this week, perhaps in preparation for a major offensive.

"We are going to take down every embassy in the world Assad has left, begining [sic] with his biggest and most powerful supporter nations," reads an online document purportedly posted Thursday by Anonymous.

The government blamed rebel fighters for the outages, and claimed to be working to restore access. But members of Anonymous scoff at those claims, according to a hacker source with knowledge of Anonymous's activities. It's clear that "the cables were not cut, the source said, indicating the regime is behind the blackout.

"Places that are hosting Syrian content outside the region are being told they are hosting illegally and some are allegedly shutting down those servers/sites," he told FoxNews.com. "Assad's move is a prelude to something bad and bigger," he told FoxNews.com -- one reason Anonymous is going after all Syrian government sites, specifically focusing on embassy sites outside of the country.

The group claims to be trying to help Syrians get back online despite the problems.

"They are just trying to support the Syrian people to have access," he told FoxNews.com. "They have been passing the telecomix dial up accounts to Syrians so they can get to the net."

Online messages from Anonymous confirm the calls for cyberattacks against Syrian allies.

"Start with China, Russia has no web site. hack it if you can," said a recent post. "If we don't get it that way then later tonight we'll put the lasers on it."

Internet access remained completely shut off on Friday, according to Internet connectivity monitors at Renesys.

"Still no signs of life from the affected prefixes," wrote chief technology officer Jim Cowie on the company's blog. "Looking back over the last week, you can see that the routing of the Syrian Internet has actually been pretty stable until today's wholesale shutdown."

Google's Transparency report likewise lists the country's servers as inaccessible.

The Internet outage is unprecedented in Syria's uprising against Assad, which activists say has killed more than 40,000 people since the revolt began in March 2011.

Meanwhile, rebels battled regime troops south of Damascus on Friday, but the government reopened the road to the capital's airport in a sign the fighting could be calming, the Associated Press reported. The general manager of the Syrian Civil Aviation Agency, Ghaidaa Abdul-Latif, said the airport was operating "as usual" on Friday, though some flights were canceled a day earlier because of the violence.

But online, the battle continued.

"By turning off the Internet in Syria, the butcher Assad has shown that the time has come for Anonymous to remove the last vestiges of his evil government from the Internet," the group wrote online.

Jennifer Foster, of Florence, Ariz., was strolling near Times Square with her boyfriend on Nov. 14 when the couple came upon a shoeless man asking for change. But just before Foster approached the man, she said Officer Larry DePrimo gave the man a pair of all-weather boots and thermal socks. Foster captured DePrimo's generosity on her cellphone.

"It was extremely cold that night," DePrimo told Fox News on Friday. "I just knew I had to help him."

DePrimo, 25, said the man initially declined his offer of a pair of socks.

"He said, 'No thank you officer, God bless you," said DePrimo, who then entered a nearby Sketchers store and was given an employee discount for the purchase.

"He just said, 'Thank you officer, God bless you and stay safe,'" DePrimo said.

Foster's photo was later posted to the NYPD's official Facebook page and became an instant hit. More than 420,000 users "liked" it as of Thursday evening, and more than 140,000 shared it. NYPD Police Commissioner Raymond Kelly also gave DePrimo a pair of cufflinks.

"I have these size 12 boots for you, they are all-weather," Foster quoted DePrimo as saying to the man. "Let's put them on and take care of you."

Foster, who is a dispatch manager at the Pinal County Sheriff's Office, said she's worked in law enforcement for 17 years and has never been more impressed.

"His presentation of human kindness has not been lost on myself or any of the Arizona law enforcement officials with whom this story has been shared," Foster wrote on Facebook.

DePrimo, who has been on the force for less than 3 years, is assigned to the Sixth Precinct and lives on Long Island with his parents. He downplayed the act of generosity and keeps the receipt from the boots in his bulletproof vest as a reminder that there is always someone less fortunate.

"Things like this happen every day," he told Fox News.

The Senate voted in favor Friday of a new package of tough sanctions on Iran that targets the Islamic Republic's domestic industries.

The vote marked the third time in less than a year that Congress has hit Iran with punitive measures designed to cripple its economy and thwart Tehran's nuclear ambitions. 

The measure, introduced by New Jersey Democrat Bob Menendez and Illinois Republican Mark Kirk, passed with an overwhelming majority of 94-0. 

The package of penalties will sanction transactions with Iran's energy, port, shipping and ship-building sectors. The legislation also will penalize the sale of commodities such as graphite, aluminum and steel, all products that are crucial to Tehran's ship-building and nuclear operations.

Tehran has found ways to bypass existing international sanctions, such as Turkey's use of gold to pay for natural gas imports.

The Menendez-Kirk measure would allow the president to impose sanctions in the sale or transfer of precious metals.

FOUNTAIN HILLS, Ariz. –  Sometimes it's better to dream, particularly when reality means you're not an instant multimillionaire.

Bob Kangas realized Wednesday night that one of two winning Powerball jackpot tickets — a record $587.5 million — had been bought in Arizona, but he didn't check his numbers.

"I didn't want to look because I just wanted to dream about being rich," Kangas said Thursday while checking his tickets at a 4 Sons Food Store in Fountain Hills, the suburban Phoenix shop where he bought his tickets — and where the winning ticket was sold.

While lottery officials in Missouri verified its state's ticket after it was presented to them late Thursday, the Arizona winner had yet to come forward. They have 180 days to do so.

A news conference was planned for Friday morning in Missouri. Officials declined to provide details of the winner in advance, not even whether the ticket sold at a Trex Mart gas station in Dearborn was purchased by someone from that state.

Kangas just wanted one night to believe he could soon have more money than he'd know what to do with.

"I just wanted to dream all night," he said, breathing a heavy sigh as he realized his tickets were not winners. "I'll try again."

In Missouri, speculation had many of Dearborn's 500 residents buzzing about who had won.

Cashiers Kristi Williams and Kelly Blount greeted customers with big smiles and questions about whether they had bought the winning ticket.

"It's just awesome," Williams said. "It's so exciting. We can't even work."

Karen Meyers, a server at the Cook's Corner Cafe, said she didn't believe it at first when she heard the winning ticket had been sold nearby.

"I think it's wonderful! I hope someone local won it, not someone just passing through," she said. "It's a small town where everyone is really nice."

Kevin Bryan bought his ticket at the Trex Mart and made an extra trip to his mother's home in Dearborn to verify that the ticket he left on her counter wasn't, in fact, the winner.

"When I heard it was sold here in Dearborn I about fell over," Bryan said, as he hung Christmas lights outside his mother's home.

He said the only other local lottery win he could remember was when an area farmer won about $100,000 in scratch-off game years ago "and bought himself a combine."

Baron Hartell, son of the owner of the Missouri store, said if the winner isn't a local resident it might have been a truck driver. Interstate 29 is a busy thoroughfare connecting Kansas City to the Canadian border.

"Even the truck drivers who come around, we see them every day, so they all feel like all locals to us," he said.

Store manager Chris Naurez said business had been "crazy" for Powerball tickets lately and that the store had sold about $27,000 worth of tickets in the last few days.

"This really puts Dearborn on the map," he said.

Trex Mart General Manager Kenny Gilbert suggested his staff would be sharing in the $50,000 bounty that the store will be awarded for selling one of the winning tickets.

"The response from the owner was, 'I guess we'll be able to give out Christmas bonuses,'" Gilbert said. "That's nice, especially at this time of year."

The Phoenix shop will receive a $25,000 bonus but store owner Eric Seitz said it hadn't yet been decided what to do with the money.

Customers poured in to check their tickets and share in the big moment as media swarmed the small gas station.

"I think it's crazy, and I also think it's great," said store manager Bob Chebat. "I'm glad that all that work yesterday wasn't for nothing."

The store was swept up in a nationwide ticket-buying spree preceding Wednesday's drawing, with the big money enticing many people who rarely, if ever, play the lottery to buy a shot at the payout.

"There was a lot of traffic. We did a little over $8,000 worth of Powerball tickets just yesterday alone," said 4 Sons District Manager Harvey Frausto.

The numbers drawn Wednesday night were 5, 16, 22, 23, 29. The Powerball was 6. The huge payout represents the second-largest jackpot in U.S. history, and the largest for Powerball.

Tickets sold at a rate of 130,000 a minute nationwide — about six times the volume from a week ago. That pushed the jackpot even higher, said Chuck Strutt, executive director of the Multi-State Lottery Association. It rolled over 16 consecutive times without a winner.

The lucky ticket-holders could split a cash payout of $384.7 million before taxes, or about $192 million each.

In a Mega Millions drawing in March, three ticket buyers shared a $656 million jackpot, the largest lottery payout of all time.

BEIRUT –  Syrian rebels battled regime troops south of Damascus Friday and Internet and most telephone lines were cut for a second day, but the government reopened the road to the capital's airport in a sign that the fighting could be calming, activists said.

President Bashar Assad's regime and opposition activists blamed each other for the blackout, which is the first to hit the whole country since Syria's 20-month-old uprising began.

Syrian authorities previously have cut Internet and telephones in areas ahead of military operations. On Friday, some land lines were working sporadically.

An AP reporter in the capital said Damascus was largely quiet, although there were sounds of fighting in the suburbs.

The Britain-based Syrian Observatory for Human Rights said the main road to Damascus' airport reopened early Friday afternoon. There were intense clashes after midnight in villages and towns near the facility but the area was calm by the late morning, the group said. It said rebels were able to destroy several army vehicles near the airport.

The Observatory, which has a network of activists around Syria, reported fighting in other southern neighborhoods of Damascus, including Qaboun and Hajar Aswad. The Observatory said it was able to contact its sources who used satellite telephones.

Activists say Assad's regime pulled the plug on the Internet on Thursday, perhaps in preparation for a major offensive. Cellphone service also went out in Damascus and parts of central Syria, they said. The government blamed rebel fighters for the outages.

Thursday's violence appeared to be focused on southern suburbs near the airport, forcing the military to shut the road to the facility. The surrounding districts have been strongholds of rebel support since the uprising began.

Thursday's fighting wounded two Austrian soldiers assigned to the United Nations Disengagement Observer Force in the Golan Heights when their convoy came under fire on the way to the airport, Austria Press Agency said.

 The two were transferred to Israel for treatment Friday and their condition is not life-threatening, said David Ratner, a spokesman for Rambam Hospital in Haifa. He said the two soldiers suffered gunshot wounds -- one to the chest and the other to the hand.

With pressure building against the regime on several fronts and government forces on their heels in the battle for the northern commercial hub of Aleppo, rebels have recently begun pushing back into Damascus after largely being driven out of the capital following a July offensive. One Damascus resident reported seeing rebel forces near a suburb of the city previously deemed to be safe from fighting.

The Internet outage, confirmed by two U.S.-based companies that monitor online connectivity, is unprecedented in Syria's uprising against Assad, which activists say has killed more than 40,000 people since the revolt began in March 2011.

Regime forces have suffered a string of tactical defeats in recent weeks, losing air bases and other strategic facilities. The government may be trying to blunt additional rebel offensives by hampering communications.

U.S. State Department spokeswoman Victoria Nuland on Thursday condemned what she called the regime's "assault" on Syrians' ability to communicate with each other and express themselves. She said the move spoke to a desperate attempt by Assad to cling to power.

As the rebels and government vie for the upper hand in an increasingly bloody struggle, the conflict's toll on civilians is worsening.

The U.N. refugee agency said Friday it found desperate conditions in the Syrian city of Homs, where thousands of people are living in unheated shelters and a quarter of million people are displaced from their homes.

An assessment team visiting this week saw half of the city's hospitals shut down and "severe shortages of basic supplies ranging from medicine to blankets, winter clothes and children's shoes," the agency's spokeswoman, Melissa Fleming, said.

The violence on the ground, meanwhile, has overshadowed a slow diplomatic process.

Lakhdar Brahimi, the United Nations envoy for Syria, said Thursday that divisions in the Security Council are blocking progress toward ending the violence in Syria, and any eventual cease-fire will require the presence of an international peacekeeping force.

 Brahimi said he has the elements for a possible peace plan, but those elements "cannot be put together until the (Security) Council has come together and is ready to adopt a resolution that will be the basis for a political process."

World powers remain divided on how to stop Syria's crisis, with the U.S. and many Arab and European nations calling for Assad to step down, while Russia, China and Iran continue to back the regime. Moscow and Beijing have vetoed three Western-backed Security Council resolutions that would pressure Assad, including with the threat of sanctions, to halt the violence, and the U.N.'s most powerful body remains paralyzed.

President Obama is once again heading out Friday on the tax-hike campaign trail as top Democratic lawmakers appear willing to play chicken with Republicans on the looming fiscal crisis, refusing to budge on their insistence that high earners pay more in taxes and betting Republicans will blink before massive spending cuts and across-the-board tax increases kick in.

With just one month left before the fiscal poison pill Congress put in place a year ago as an incentive to reach a deal kicks in, Republican insiders complain that the other side's intransigence seems calculated to make them blink. After signaling that they would be open to closing tax loopholes – and possibly raising taxes on families making above $250,000 – Republicans say Democrats have countered with calls for more stimulus, a package of additional spending and permanently raising the borrowing limit, while postponing talks about reforming entitlements or cutting spending.

"Even as an opening bid, this offer would be ludicrous."

"The spending cuts they are offering (which come later) are wiped out by all the new goodies [Obama] is also requesting," a Republican insider told Fox News.

If the two sides can't come together, tax rates will go up for all brackets, hitting all of the half of Americans who pay federal income tax. Polls have suggested that if that happens, a majority of Americans will lay the blame on the GOP and President Obama has been engaging in a campaign-style effort to portray Republicans as willing to let everyone's taxes go up in a bid to protect the rich.

On Thursday, a frustrated House Speaker John Boehner left a meeting with Treasury Secretary Timothy Geithner and said President Obama's money man offered no "specific" plan for averting the looming end-of-year fiscal crisis.

"First, despite the claims that the president supports a balanced approach, Democrats have yet to get serious about real spending cuts," the Ohio Republican said. "And secondly, no substantive progress has been made in the talks between the White House and the House over the last two weeks."

The sessions were seen as an important step in determining how the government will avoid a year-end package of tax increases and spending cuts that could throw the economy into recession.

Both Senate Majority Leader Harry Reid and the White House, through spokesman Jay Carney, dismissed Republican demands that any increases in the debt limit be offset with spending cuts.

Obama's tax plan calls for an extension of the existing tax rates for most Americans – individuals earning $200,000 or more and couples earning $250,000 and up -- while allowing for tax rates to increase for the wealthiest 2 percent. Republicans have been divided on whether to go along with that, but even those who may be willing, notably Oklahoma Rep. Tom Cole, want deep spending cuts in return.

The White House and Congress are trying to reach a deal before Jan. 1 – when all of the Bush-era tax cuts are set to expire and huge reductions to the federal budget kick in automatically. Those spending cuts are part of a default agreement by Congress after it failed to reach a more measured deal to reduce the trillion-dollar annual deficits that have brought the national debt to more than $16 trillion.

The mix of tax increases and budget cuts will equal roughly $100 billion alone next year and about $1.2 trillion over the next 10 years should Congress and the White House fail to reach a deal. Some economists say that could plunge the economy into a recession.

In addition to raising rates on high-income earners, the current Democrat proposal includes raising taxes on capital gains and dividends, extending the payroll tax holiday, raising estate taxes and another $600 billion in new spending, according to those familiar with talks. Democrats are pushing for new stimulus spending, including $50 billion for 2013, and raising the debt ceiling for good.

Republicans say Democrat plans to reform Medicare in the future to shave off $400 billion, would be more than offset by the new spending, which also includes extending unemployment insurance and refinancing underwater mortgages.

A senior Republican familiar with negotiations dismissed the idea that the Democrats are simply playing hardball with their opening offer.

"Even as an opening bid, this offer would be ludicrous," he said. "But we're way past that. We had about seven weeks to resolve this. Three of those weeks are gone, and this is what he comes with?"

Harvard students who have bedroom proclivities that would make their parents' faces go crimson will soon be able to share the details – in a school-sanctioned club for scholars who like kinky sex. An informal group that calls itself "Harvard College Munch" began meeting last year in the dining hall to discuss the sexual ties that bind them, and it is on the brink of gaining recognition from the school's Committee on Student Life.

"Pretty much everyone who joins this club always thought they were alone."

The committee expects to approve the group, along with 14 other student organizations, on Friday, The Harvard Crimson reports.

For charter members, such as one the school paper identified only as "Michael," the recognition means future generations of students will be free to talk among themselves about all their nocturnal adventures.

"It's a little hyperbolic for me to get teary-eyed and paternal about sophomores, but it's really a joy to see the experience they will have now," Michael told the Crimson.

In joining other student organizations, such as the Harvard Undergraduate Mathematics Association and the Harvard Undergraduate Maternal Health Initiative, the new, 20-member group will be allowed to apply for grants, openly recruit members and promote their, um, events. 

"If you come to campus and you have the sexual interests we represent, you may not even suspect that such a group exists," Michael told the Crimson, adding that recognition "shows we are being taken seriously."

Harvard spokesman Jeff Neal said the school recognizes more than 400 independent student organizations, and the groups are required to submit an organizational constitution and agree to the school's nondiscrimination and anti-hazing policies. Then, their fate is decided by a committee composed of students and administrators.

"The college does not endorse the views or activities of any independent student organization," Neal told FoxNews.com. "Rather, it ensures that independent student organizations remain in compliance with all applicable provisions of the Handbook for Students."

A woman who went by the name Mae told the Crimson the group has provided her with a comfortable environment to discuss her sexual interests.

"I didn't think that anyone was even remotely interested (in kink) on campus," Mae said. "It's a community where you can feel safe, and you can feel comfortable talking about (kink)."

The established club now means that heartland valedictorians who harbor dark carnal secrets they never felt they could discuss will now be able to lean on the like-minded.

"Pretty much everyone who joins this club always thought they were alone," Michael said.

The U.S. Navy and Northrop Grumman have conducted the Navy's first catapult launch of an unmanned aircraft on Thursday, marking the first of a series of shore-based catapult-to-flight tests over the next few weeks.

Using the X-47B Unmanned Combat Air System (UCAS) demonstrator, the Navy's UCAS Carrier Demonstration program plans to catapult the aircraft from a ship base, making history, next year.

Mike Mackey, UCAS-D program director for Northrop Grumman, said, "Today's successful launch is another critical milestone in the carrier-stability testing phase of the UCAS-D program."

The test was conducted at a shore-based catapult facility at Naval Air Station in Patuxent River, Md. Northrop Grumman said in a statement following the launch that the X-47B did a test flight over the Chesapeake Bay to simulate what the aircraft will have to do when it lands on a ship.

The test flight also allowed the team to collect navigation data about each of the maneuvers performed. Mackey said, "It also provides another confidence-building step toward our rendezvous with history next year."

A program goal for 2013 is to demonstrate the launch, recovery and air traffic control operations abilities of an X-47B to operate from a Navy aircraft carrier.

The Northrop Grumman Corporation, a leading global security company, is the Navy's main contractor for the UCAS-D program.

Nearly 20 years after 10-year-old Andrea Parsons vanished from her Florida neighborhood a convicted felon has been arrested and charged with her murder.

42-year-old Chester Duane Price was arrested Thursday and charged with killing Andrea, whose body has never been found. The arrest comes after Price voluntarily returned to the area to give testimony to a grand jury in the case, The Palm Beach Post reports.

Martin County Sheriff Robert Crowder said in a news conference Thursday detectives were led to Price after a team was assigned to review the evidence in the case last year.

"The resolve to find Andrea and get answers surrounding the circumstances of her disappearance has never wavered," he said.

Price has an extensive criminal history dating back to 1991. He lived in the same county as Andrea at the time of her disappearance, and deputies said they had their eye on him from the beginning, according to The Palm Beach Post

"We were aware of him from the beginning of the investigation … He was one of our people of interest," Crowder told TCPalm.com.

Andrea vanished on July 11, 1993 after making a trip to a convenience store. She had been home with Pat Daniels, her mother's boyfriend at the time. He told authorities he had given her permission to walk to the store and to visit a friend because she was bored. She never returned.

The Palm Beach Post reports Andrea's neighbor, Claude Davis, told investigators he had seen men stuff Andrea  into a car the night she disappeared. He then said he had been collecting cans with the girl when she hit her head on a trash can and died. He said he drove around looking for help, but eventually dumped Andrea's body in a trash bin. 

Davis was charged with false imprisonment but the case was dropped in 1994 due to lack of evidence. He later served nine years in prison on unrelated charged, and told The Palm Beach Post in 2000 he did not know where Andrea was.

Crowder said Price and Davis knew each other, but declined to provide more details.

Price is charged with first degree murder and kidnapping of a child under the age of thirteen. He remains in custody at the Martin County Jail with no bond.
